He is considered a pioneer in the use of photography as a medium for social reform. Through a series of reports he did for the New York Tribune, Riis explored the slum conditions in the Lower East Side of Manhattan. He used his camera to communicate the needs for improvement in the area. His images, articles and lectures led to the establishment of the Tenement House Commission in 1884.
